M6.3m property placed under preservation order

The Directorate on Corruption and Economic Offences (DCEO) has placed property valued at M6,328,426.01 under a preservation order as part of an asset-recovery process involving Matsoakae Mofolo, Montana Bay Special, Themba Basil Motsamai and Mamothello Motsamai of Legae Holdings.

A preservation order is a legal measure restricting dealings with specified assets while recovery proceedings are pursued.

However, the DCEO report does not state that the parties linked to the property have been convicted of an offence. 

The asset-recovery matter is among a number of corruption and economic-offence cases highlighted by the DCEO in its latest report.

The agency lists nine matters before the courts, involving alleged bribery and other offences, with the amounts cited ranging from M2,500 to M3 million.

The largest amount is M3 million, in a matter involving Limakatso Malikhetla, identified in the report as an employee in the pensions section of the Ministry of Finance. The case is scheduled for hearing in court on May 18–19, 2027.

In another case involving R v Cecilia Rahlao & 2 Others M962,650 is involved, while Teboho Maxwell Makoanyane, identified as being from the Ministry of Health, faces a matter involving M776,633.

The report also lists Bulara Qhobane, from the Ministry of Agriculture’s research section, in a case involving M774,811.

Other cases include a police officer, a police commander, a Ministry of Local Government officer and a National University of Lesotho lecturer.

Several of the cases are scheduled to return to court during September and October 2026, while others are set for 2027.

The DCEO report cautions, in effect, that these matters remain part of legal proceedings, meaning the allegations against the individuals concerned have yet to be finally determined by the courts.

“DCEO has taken a firm step in the fight against corruption by establishing a dedicated Lifestyle Audit Committee with effect from September 1, 2026,” the statement reads.
